For Texas Hurricane Harvey Survivors, Public Assistance Grants Available

AUSTIN, Texas – For Texas survivors of Hurricane Harvey, the Public Assistance Program is giving eligible applicants access to a $XXX million grant to restore damages caused by the disaster. The deadline to apply has been set for Oct.31 and no extensions will be granted.

Eligible applicant include states, federally recognized tribal governments (including Alaska Native villages and organizations so long as they are not privately owned), U.S. territories, local governments, and certain private non-profit (PNP) organizations.

Survivors should consider applying to the SBA even if they think they aren’t interested in a loan. They may discover that insurance doesn’t cover some expenses or that there are more damage and expenses than originally estimated.

Survivors don’t need to own a business to apply for an SBA loan. To apply, they must have physical damage to their primary home in a county designated in the federal disaster declaration. Second homes and vacation properties are not eligible.

Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.

Businesses of all sizes and private non-profit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. Qualified rental properties may also be eligible for disaster assistance loans.

Interest rates can be as low as 3.305 percent for businesses and 1.75 percent for homeowners and renters, with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

SBA can also lend additional funds to homeowners and businesses to help with the cost of improvements to protect, prevent or minimize the same type of disaster damage from occurring in the future.

If SBA determines a homeowner or renter cannot afford an SBA loan, the agency will refer that person to FEMA’s Other Needs Assistance (ONA) program. Available only to individuals and families, ONA helps meet essential needs like medical and dental expenses, clothing and other household items, fuel for heating, and disaster-specific clean-up items.

Survivors may apply for an SBA loan at any State of Texas/federal Disaster Recovery Center (DRC). The filing deadline to return applications for property damage is Oct. 24, 2017. The deadline to return economic injury applications is May 25, 2018.
